Sim Settlements
fallout-4 — Mods & Enhancements
Sim Settlements replaces the tedious manual settlement building with an AI-driven system where settlers construct their own residential, commercial, and agricultural plots based on assigned roles and your city plan choices. It introduces a new 'City Planner' system that lets you designate zones, manage resource production, and even trigger 'settlement attacks' that scale with your population. Players install it to save dozens of hours of wood/steel placement, and to watch the Commonwealth feel alive with dynamic NPC behavior.

🎯 Tips & Tricks
After leaving Vault 111, go to Sanctuary and open the workshop. In the 'City Manager' menu (tap Tab or the workshop button), select 'Manage City Plans' and choose 'Sanctuary City Plan - Basic'. This auto-builds houses and roads, giving you a functional base before the first raider attack. Assign a settler to the 'Mayor' desk to auto-manage upgrades.
Install the addon, then start a new game and select 'Conqueror Mode' in the mod configuration. This changes the game to a 'take over the Commonwealth' loop, where you capture settlements via assault and build raider outposts. It requires a fresh save to avoid conflicts with vanilla quests like 'The First Step'.
Open the Mod Configuration Menu (requires F4SE) and go to Sim Settlements > Gameplay. Set 'Resource Consumption' to 0.75 and 'Building Speed' to 2.0 for a casual playthrough. This prevents settlers from starving while you explore, and speeds up construction so you don't wait 20 minutes for a plot to finish.
🔧 Troubleshooting
CTD when entering settlement with 'Sim Settlements' + 'Workshop Framework'
This is a known conflict with the 'Workshop Framework' mod (required for Sim Settlements). Update both mods to the latest versions, then in the Sim Settlements mod configuration, set 'Disable Previs' to 'Yes'. This stops the mod from rebuilding precombined meshes that conflict with Workshop Framework's own previs changes.
Settlers not building after installing 'Sim Settlements - Rise of the Commonwealth'
This addon requires a fresh save or a 'city plan' that is compatible. If settlers just stand idle, open the console and type 'resetquest SS_CityManager' then 'setstage SS_CityManager 10'. This resets the quest that triggers the first build. Also, ensure you have the 'Sanctuary' city plan unlocked via the 'City Plan' menu before assigning a mayor.
